Packer writes, "Conservatives knew how to win elections; however, they turned out to be not very interested in governing. Throughout the decades since Nixon, conservativism has retained the essentially negative character of an insurgent movement."

Stem cell research

I wouldn't say conservatives aren't interesting in governing. Governing isn't one one man standing on a stage. There are lots of other positions which are, if you look more carefully, all filled with conservatives. And about that one man on the stage, it isn't right time. Yet.
